Prague has been a political, cultural, and economic centre of central Europe with waxing and waning fortunes during its 1,100-year existence. Founded during the Romanesque and flourishing by the Gothic and Renaissance eras, Prague was not only the capital of the Czech state, but also the capital of the Holy Roman Empire. After the World War I Prague became the capital of Czechoslovakia.
In the City of Prague, history has been written over the centuries, in these days we continue at an Annual Global Meeting, which is attended by nearly 110 delegates from around the world. This fact has already made this meeting one of the most successful.
Together with the AGM Committee led by Corinna Voss we built strong agenda with interesting speakers and topics, which I believe you appreciate. With Todd Lynch we prepared all the materials, took care of finances and logistics. I really enjoyed the cooperation with all the people responsible for AGM and I would like to thank them all for their hard work they have done.
It is hard to be better than all the great AGM meetings we did in the past but we will do our best.

SIGMA experts from the European Union (Poland, Croatia and France) will present the key elements of the new directives and the scope for their application. Each session will have time set aside for questions and answers and discussion with the participants.
The purpose of the conference is twofold:
• to promote and increase knowledge about the new European Union public procurement legislative and policy framework;
• to provide an opportunity for information sharing and networking for the central procurement authorities and procurement review bodies of the countries in the IPA region: Albania, Bosnia and Herzegovina, former Yugoslav Republic of Macedonia, Montenegro, Serbia, Kosovo* and Turkey.
*This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence
Agenda of the workshop co-organised by SIGMA and the Prime Minister's Office of Albania on strengthening and improving the public consultation process in Albania, which took place in Tirana on 21 October 2016.
"End-user’s requirements gathering & validation" gave some initial take-away services on what is needed in the ICT marketplace to tackle energy efficiency and reduce carbon footprint in ICT sector.
The meeting brought together SMEs from the ICT sector with an international group of experts from the ICT industry, policy, regulatory, standards and academic fields who are part of the project’s External Advisory Group (EAG)
ICTFOOTPRINT.eu wants to become “the” consolidated effort that, at European level, raises awareness on metrics, methodologies and best practices in measuring the energy and environmental efficiency of the ICT-sector, to facilitate their broad deployment and uptake. ICTFOOTPRINT offers a set of solutions that aim at helping each targeted stakeholder in addressing its needs regarding carbon footprint consumption.
The dual purpose of the workshop is to provide Montenegrin Authorities with examples of good EU practices regarding workforce and to initiate first discussions on workforce planning methodology for Montenegro with the aim of providing concrete recommendations.
SIGMA has designed a further series of three practical workshops for members of the State Appeals Commission and Public Procurement Bureau aimed at developing the practical skills needed for handling procurement cases: analysing cases and preparing decisions. The workshops, built around EU case-studies, will be focused on practical aspects of the work of procurement review bodies.

2. Aim of the meeting:
The aim of the meeting is provide the best knowledge and practices regarding on
public procurement and how the public procurement network supports the
successful implementation of EU-funded projects.
The goal of the meeting is to share best practices, to adapt to new procedures for
public procurement, to be better organised and have better knowledge of the
relevant legislation.
The EU Public Procurement legislation and Public Procurement Directives
addressed in the event will be:
a. Directive 2004/18/EC on public procurement works, supply and service contract
b. Commission Regulation (EC) No 1564/2005 of 7 September 2005 establishing
standard forms for the publication of notices in the framework of public
procurement procedures pursuant to Directives 2004/17/EC and 2004/18/EC of the
European Parliament of the Council
c. Directive 2007/66/EC of the European Parliament and of the Council of 11
December 2007 amending Council Directives 89/665/EEC and 92/13/EEC with
regard to improving the effectiveness of review procedures concerning the award of
public contracts
We are facing the following issues relating to the implementation of this legislation:
a. preparation and carryng out procedures for public procurement by electronic
system
b. learn to correctly and efficiently spend public money
c. how to duck of appeals
d. what to do to not be accused of conflict of interest
The goals of the event are:
a. to share best practices
b. we adapt to new procedures for public procurement
c. better organization and knowledge of legislation
The target audience are local administration officials from Timis, Caras Severin,
Arad, Hunedoara counties, as well as the Timisoara Chamber of Commerce,
Industry and Agriculture. The expected number of participants is 60 people.
